A good-looking lad with cinematic potential, but Peter Townshend chose him as the Who's front man partly because he doesn't have the personality or the smarts to assert himself as an interpreter. That goes even when another svengali--this one a collective comprising Dave Courtney, Adam Faith, and Leo Sayer--provides him with another frame. From anybody else, this would be one more dumb concept album (about the musician's lot, woe is me), and it still is. C
